Parade Entry

Time: 10:30 a.m. (River Road will close at 9 am)

RULES & REGULATIONS:
Entries must observe all applicable rules and regulations or be barred from the parade.  The Keizer Chamber of Commerce and its Parade Committee reserve the right to remove from the parade, either prior to assembly, at assembly, or at any time during the parade, any entrant not conforming to these rules and regulations or any entrant refusing to follow the instructions of police or parade officials.

Entries may be historical, humorous or modern in design, so long as they are in good taste.  Those planning entries should remember that a large part of the audience will be children.

Entrants must observe the following established parade rules, regulations and entry criteria:

  1. The entry application must be filled in completely and must contain a full description of the proposed entry, including the name (s) of the person (s) responsible for the entry, during the parade and who will represent the organization or group in a personal appearance before the Parade Committee, if such appearance is deemed necessary.
  2. Your staging and disbandment assignment will be mailed to you 14 days before parade day.
  3. Non-parade vehicles will not be allowed to park in the staging areas.
  4. Parade Check-in and staging areas will be open at 7:30 a.m. on the day of the parade.
  5. All parade participants must be in position no later than at 8:30 am to be judged or by 9:45 am for noncompetitive entries. (Note: River Road will be closed from Lockhaven to Glynbrook at 9:00 am for pre-parade events)
  6. The parade will begin promptly at 10:30 a.m.
  7. The parade will disband after River Rd & Glynbrook.  Please refer to map and instructions for picking up participants at the end of the parade.
  8. All entries must be decorated and/or carry out the parade theme.  The theme is “Act of Kindness”.  No undecorated vehicles (except auto clubs), trucks, motorcycles, golf carts, or bicycles will be allowed.
  9. Materials and candy may not be thrown from any entry under any circumstances.  This is a City Ordinance and safety requirement that will be enforced.  A person or persons walking alongside the entry may pass out pre-approved materials. (Attach sample)  If your entry is caught throwing items you will be removed immediately.
  10. Proof of liability insurance should be provided with parade application or entry may be returned. Commercial vehicles must be properly licensed and be driven by a licensed driver.
  11. All entries must obey police directions, instructions from the control units, parade personnel, and the Oregon Revised Statutes concerning the operation of a motor vehicle.  No erratic driving or squealing of tires will be tolerated.  This rule will be strictly enforced by the police.
  12. Use of pressure water hoses, water dispensing devices or high density sound-making devices are prohibited.
  13. Alcoholic beverages are prohibited on or in any entry and no consumption of alcohol by parade participants will be allowed prior to or during the parade.
  14. All entries must be in good taste and promote the goal of community spirit and civic pride.  No entry shall display material offensive or discriminatory to any race, religion, sex, national origin, age, or marital status.
  15. All entries must be moving in a forward motion at all times unless directed by police or parade personnel.  The entire parade will stop occasionally. At this time, only, entries may perform for spectators.
  16. Entries must stay within 50 feet of the entry directly in front of them, but no closer than 30 feet.
  17. Any hoofed animal to be ridden or used to draw any vehicle must be sound, free of any shoe or hoof defect, and subject to approval of the official parade veterinarian.  It is the responsibility of the applicant to furnish all necessary materials for the entry, including waste removal for all animal entries.
  18. Marching units and all personnel participating in the parade as a group must be identified as such, either by distinctive customs, uniforms, insignia or clothing.  All marching units shall march as a group.  
  19. Political candidates will be limited to one entry throughout the entire parade.
  20. All entries will be subject to approval of the Parade Committee.  Any entry failing to comply with these specifications or deviating in a significant manner from the description supplied on the entry form will be considered automatically disqualified from the parade.

JUDGING & AWARDS

  1. Judging will take place in the parade formation and staging areas promptly at 8:30 am for all entries except bands.  All entrants must be in formation at that time to be considered for the judging.   
  2. Bands will be judged on parade route with awards announced at the Fun Center Main Stage at 2:00 pm.
  3. Floats, autos, and other entry awards will be presented at the parade start line.
  4. No entry can win more than one award.
  5. In the absence of a competitive number of entries in any category, the Parade Committee reserves the right to make an award based on the quality of the entry compared to the overall level of entries in the parade.
  6. Noncompetitive entries for exhibition only will not be judged but will be eligible for judges’ Special Mention Awards

Bands– Check-in at McNary High School
Dignitaries —Check-in at Washington Mutual
Equestrian —Check-in at InLand Shores turning right at turn around to north lot next to Inland Shores Clinic. Waste removal required at all times. Support vehicles must be removed by 9:30 am.
All other Entries—Check-in at McClure and
Lockhaven entering from the Windsor Island Rd. LOCKHAVEN WILL BE CLOSED AT 7:30 AM FROM RIVER ROAD TO MC CLURE FOR parade STAGING. 

Disbandment
Disbandment begins at River Rd & Weeks
Youth Groups (A) - turn into Town & Country Lanes, onto Weeks, or onto NE Appleblossom
Equestrian  ( B ) continue  down River Rd turn right onto Garland Way for support bus pick-up staged on Garland Way.
Bands (B ) -continue  down River Rd to meet bus on West side.
Vehicles/Floats (C ) -continue down River Rd and turn right onto Appleblossom.
Other Entries not needing to stop (D) - go directly down River Rd. towards Fred Meyers.

Outside parade route all vehicles must be in compliance of all traffic laws.

All Candy or Handouts must be placed in the hands of a Parade Spectator! Keep Children SAFE ...Please DO NOT throw candy
